People and Place Grant Fund

The People and Place Grant Fund is for public bodies, charities or community organisations (note that local authorities are not eligible for this fund as they will receive funding via a different route) who have experience in delivering large sustainable transport behaviour change projects.

To meet strategic active and sustainable behaviour change objectives across the region, we have a specific list of eligible projects – successful applications will need to achieve one of these interventions.

2026/27 funded projects

The Bike Station

Project: Wee Bike Library

Funding: £128,404

Local authority: City of Edinburgh

The project will continue the delivery of a free bike loan service for children, young people and adults, increasing access to cycles for everyday journeys. It will provide loan bikes, maintenance and repair support, enabling participants to try cycling without financial risk and build confidence over time. The project will also explore partnership-based delivery models to widen access through additional local collection points.

Scottish Cycling

Project: Rock Up & Ride Inclusive Communities (Edinburgh)

Funding: £65,000

Local authority: City of Edinburgh

The project will deliver inclusive and free cycling sessions for young people in selected community locations in Edinburgh. It will provide access to bikes, equipment and coached support to build skills, confidence and enjoyment in cycling. Delivery will focus on reducing barriers to participation and supporting progression into regular cycling and everyday active travel.

Project: Kids Bike Life

Funding: £143,467

Local authority: City of Edinburgh

The project will deliver cycling activity for young people and families in priority areas of Edinburgh. It will provide training, access to bikes, confidence-building sessions and family-focused activity. Delivery will support active travel for school and everyday journeys throughout the year.

University of Edinburgh

Project: BioQuarter Sustainable Travel

Funding: £49,056

Local authority: City of Edinburgh

The project will deliver travel planning, monitoring and behaviour change activity across the Edinburgh BioQuarter. It will support staff, students and visitors to choose sustainable travel through surveys, planning and targeted interventions. Delivery will inform future investment and long-term site planning.

Walk Wheel Cycle Trust

Project: I Bike SEStran

Funding: £173,592

Local authority: City of Edinburgh, East Lothian, West Lothian

The project will continue delivery of the I Bike programme across Edinburgh, West Lothian and East Lothian. It will support schools to embed walking, wheeling and cycling through skills development, curriculum activity and access to bikes. Delivery will build confidence and independence in everyday journeys.

CoMoUK Trust

Project: Pop-up Hub

Funding: £65,360

Local authority: City of Edinburgh, Midlothian

The project will install temporary pop-up mobility hubs across the SEStran region to support walking, wheeling and cycling. Each hub will provide facilities, local travel information and community-led activity. Delivery will work with local authorities and community partners to encourage behaviour change and improve transport integration.

Cycling UK

Project: Play Together on Pedals

Funding: £40,000

Local authority: Clackmannanshire, East Lothian, Midlothian, West Lothian

The project will deliver early years and family-focused cycling activity, supporting young children and their families to develop confidence and skills to ride. It will provide structured balance-to-pedal sessions, family support, and access to suitable bikes and equipment. Delivery will work through early years, education and community partners to support active travel from an early age.

Forth Valley College

Project: FVC Routes to Active and Sustainable Travel

Funding: £31,078.00

Local authority: Clackmannanshire, Falkirk

The project will deliver active travel behaviour change activity across Forth Valley College campuses. It will support students and staff to choose walking, wheeling and cycling through engagement, travel planning, events and partnership working. Delivery will prioritise inclusion and support underrepresented groups to participate.

FEL Scotland

Project: FEL Schools

Funding: £360,548

Local authority: Clackmannanshire, Falkirk

The project will deliver school-based active travel activity across Falkirk and Clackmannanshire. It will support pupils to build confidence, skills and independence through awareness activity, access to bikes and supported journeys. Delivery will link school activity to wider community and skills pathways.

FEL Scotland

Project: FEL Community

Funding: £79,303

Local authority: Clackmannanshire, Falkirk, West Lothian

The project will deliver community‑based active travel activity across Forth Valley and West Lothian. It will reinforce school‑led behaviour change by engaging families and local communities through awareness activity, access to bikes and inclusive provision, and supported skills and journey opportunities linked to everyday travel.

Cycling UK

Project: Connecting Communities – East Lothian

Funding: £115,000

Local authority: East Lothian

The project will continue delivery of community-based cycling activity in East Lothian, supporting people of all abilities to travel more actively. It will provide cycle loans, confidence-building sessions, maintenance support and opportunities to build local delivery capacity. Delivery will prioritise cycling activity while linking to existing walking provision where appropriate.

Scottish Cycling

The project will continue inclusive cycling provision for young people in Fife, focusing on communities where additional barriers to participation exist. It will provide free access to bikes and supported cycling sessions designed to build skills, confidence and sustained engagement. Delivery will be shaped by local need and delivered in partnership with schools and community organisations.

Greener Kirkcaldy

Project: Fife Access to Cycles project

Funding: £110,000

Local authority: Fife

The project will deliver access to free or low-cost bikes for children, families and adults across Fife, removing financial barriers to cycling. It will provide refurbished bikes, bike loan schemes and skills-based activity that supports confidence and long-term use. Delivery will be supported through partnerships and referral routes to reach those facing the greatest barriers.

University of St Andrews

Project: A More Active Way St Andrews

Funding: £32,575

Local authority: Fife

The project will support active travel behaviour change across schools, the University and community settings in St Andrews. It will focus on key transition points and remove barriers through access to bikes, skills development and supported journeys. Delivery will link education settings with wider community activity.

Greener Kirkcaldy

Project: Healthy and Active Ways to Work Fife project

Funding: £95,000

Local authority: Fife

The project will deliver free indoor walking activity to support physical activity, confidence and wellbeing. It will provide accessible sessions designed to support people with lower fitness levels and encourage progression into everyday walking. Delivery will complement existing walking provision.

Travelknowhow Scotland

Project: TravelknowhowScotland/CalCommuter Workplace Travel Planning Support 2026/27

Funding: £4,000

Local authority: Fife, Scottish Borders

The project will deliver workplace travel behaviour change support across major employers in the SEStran region. It will use data-led insight to identify opportunities for active and sustainable travel and support employers to develop targeted action plans. Delivery will support regional coordination and consistent monitoring and evaluation.

Cycling UK

Project: Connecting Communities Midlothian

Funding: £115,000

Local authority: Midlothian

The project will continue delivery of walking, wheeling and cycling activity in Midlothian, with a focus on new and growing communities. It will provide inclusive activity, cycle loans, volunteer development and support for local organisations to integrate active travel into existing services. Delivery will prioritise partnership working and removing financial and confidence barriers to participation.

Walk Wheel Cycle Trust

Local authority: Scottish Borders

The project will continue delivery of the I Bike programme in Scottish Borders schools, supporting children to walk, wheel and cycle safely and confidently. It will deliver curriculum-linked activity, practical skills sessions and access to bikes and equipment. Delivery will support schools to embed active travel within everyday school journeys and the wider community.

FEL Scotland

Project: Linlithgow Academy Active Travel Hub

Funding: £102,788

Local authority: West Lothian

The project will deliver a school-linked active travel hub supporting pupils and families to walk, wheel and cycle confidently. It will provide training, led activity, maintenance support and shared bike access at key transition points. Delivery will integrate school and community activity to reduce barriers to participation.

Cycling UK

Project: Cycle Access Fund

Funding: £250,000

Local authority: All

The project will deliver grant funding to local organisations to improve access to bikes, repairs, reuse and secure storage for people facing financial barriers. It will support individual ownership, shared access schemes and recycled bikes, alongside repair provision. Delivery will complement community cycling projects to ensure access is supported by confidence-building and practical support.
