The SEStran Strategic Network report outlines a comprehensive vision for the development of active travel infrastructure across the region. This vision is presented in a phased approach, with each phase containing detailed project proposals

To ensure the continued relevance of the plan, a revised Multi Criteria Assessment (MCA) was undertaken by ARUP across the summer of 2023. This assessment informed an updated prioritization and phasing of active travel routes within the network.

The MCA update incorporated several key factors that have evolved since the initial publication of the strategic network. These factors included:

  • Shifts in travel patterns observed in the wake of the COVID-19 pandemic.
  • Developments in national and local transport policies.
  • Insights gleaned from newly available data sources, including the Sustrans Network Planning Tool (2023), the Scottish Index of Multiple Deprivation (2020), and up-to-date Department for Transport’s STATS19 collision data.

The network refresh, completed in December 2023, involved collaboration with all Local Authority partners. This collaborative process ensured the final plan reflects the most current regional needs and priorities.
